They have never been able to do it before because nobody in his right mind would have voted for it before. (In fact, maybe if everyone could read it before voting, they still would not.)

They can do it now for two reasons: (1) Democrats rule the Presidency and Congress, and (2) The Stimulus Package is so large that they are able to slip in all of the entitlement programs that they were unable to do in the past. Under the admonition that “We have to do this big and we have to do it right now” the Democrats are wasting our money and calling it “Necessary.” And be assured that these programs will go on forever; they are not going to be taken away when Republicans are back in power; people who are getting something are not going to give it up.
